The Canadian Grain Commission is established under the Canadian Grain Act to create and maintain standards of quality for Canadian grain and regulate grain handling in Canada, to ensure a dependable commodity for domestic and export markets.

  • Regulates grain handling in Canada
  • Establishes and maintains science-based standards of quality for Canadian grain.
  • Issuing licenses for grain elevator operators and grain dealers
  • recommending and establish grain grades and standards for those grades and implement a system of grading and inspection for grain to reflect adequately the quality of that grain and meet the need for efficient marketing in and outside Canada
  • establish and apply standards and procedures regulating the handling, transportation and storage of grain and the storage facilities
  • conduct investigations and hold hearings on matters within the powers of the Commission

Orders made by the CGC may be reviewed by the Minister in charge and orders for the payment of any money or apportionment of any loss may be appealed to the Federal Court.

Canadian Food Inspection Agency (CFIA)

Created in 1997 by the Canadian Food Inspection Agency Act, the Canadian Food Inspection Agency (CFIA) delivers inspection and quarantine programs related to foods, plants and animals in 18 regions and 160 field offices across Canada. Its mandate is to safeguard Canada’s food supply and the plants and animals upon which safe and high-quality food depends.


The CFIA enforces policies and standards, set by Health Canada, governing the safety and nutritional quality of all food sold in Canada. It also verifies industry compliance with federal acts and regulations through activities that include the registration and inspection of abattoirs and food processing plants, and the testing of products. In carrying out its mandate the CFIA:

  • delivers inspection and quarantine programs related to foods, plants and animals across Canada.
  • enforces policies and standards, set by Health Canada, governing the safety and nutritional quality of all food sold
  • handles complaints and appeals from members of the public

Canada Agricultural Review Tribunal

Provides independent oversight, through the exercise of its review jurisdiction, of the use of administrative monetary penalty by federal agencies related to agriculture and agri-food


The Tribunal is an independent federal administrative tribunal established by Parliament under subsection 27(1) of the Agriculture and Agri-Food Administrative Monetary Penalties Ac (AAMP Act).

The Tribunal’s mandate is to provide independent oversight, through the exercise of its review jurisdiction, of the use of administrative monetary penalty (AMPs) by federal agencies related to agriculture and agri-food under subsection 38(1) of the AAAMP Act.

  • Provides reviews of notices of violation issued by federal agencies regulating agriculture and food.
  • Makes decision on the validity of administrative monetary penalties 
  • Orders of the Tribunal may only be reviewed in Federal Court.

Canadian Nuclear Safety Commission (CNSC)

CNSC regulates the use of nuclear energy and materials to protect health, safety, security and the environment.

 They also implement Canada’s international commitments on the peaceful use of nuclear energy, and disseminate objective scientific, technical and regulatory information to the public.


The CNSC

  • Implements regulations and by-laws with the approval of the Governor in Council.
  • Orders penalties for lack of compliance with the regulations
  • Makes decisions on the licensing of major nuclear facilities through a public hearing process

Canada Border Services Agency (CBSA)

Canadian Human Rights Commission (CHRC)

People who come to the Commission are able to file complaints under two acts – the Canadian Human Rights Act and the Accessible Canada Act.


If you believe you have experienced discrimination or harassment, you may be able to file a human rights complaint with the Commission. 

The Canadian Human Rights Act protects people in Canada from discrimination when they are employed by or receive services from the federal government, First Nations governments or private companies that are regulated by the federal government such as banks, trucking companies, broadcasters and telecommunications companies.

If you have suffered harm because of a >federally regulated organization’s accessibility plans, feedback processes and progress reports, you may be able to file a complaint with the Accessibility Commissioner.

Canadian Human Rights Tribunal (CHRT)

The Canadian Human Rights Tribunal decides whether a person or organization has engaged in a discriminatory practice as defined under the Canadian Human Rights Act.


Complaints of discrimination referred to the CHRT by the Canadian Human Rights Commission.

The Tribunal‘s role is much like that of a court. It hears evidence and witnesses about complaints of discrimination; decides whether discrimination has occurred; and, if so, determines an appropriate remedy.

The Tribunal can only hear complaints of discrimination filed against federally regulated employers and service providers.

If a party involved does not agree with the Tribunal’s decision, they may ask the Federal Court to review the decision, set it aside, and refer the case back for redetermination

Commission for Public Complaints Against the RCMP (CPC)

The Commission for Public Complaints is an independent agency, established to receive and review complaints about the conduct of RCMP members in the performance of their duties. It acts as a third party and is not part of the RCMP. The commission examines complaints fairly and impartially, and makes unbiased findings. Its recommendations are aimed at identifying, correcting and preventing problems in policing.


  • The CPC is not part of the RCMP
  • Investigates complaints from a member of the public that concerns the conduct of an RCMP member while performing a policing duty or function
  • Reports and makes findings and recommendations aimed at correcting and preventing recurring policing problems

Canadian Radio-television and Telecommunications of Commission (CRTC)

The CRTC is an administrative tribunal that regulates and supervises broadcasting and telecommunications in the public interest.


The CRTC focuses on achieving policy objectives established in the Broadcasting Act, Telecommunications Act and Canada’s Anti-Spam Legislation (CASL)

It supervises and regulates over 2,000 broadcasters, including TV services, AM and FM radio stations, and the companies that own them. They also regulate telecommunications carriers, including major telephone companies. CRTC’s activities include licensing, promoting compliance with regulations, making ownership decisions, approving tariffs, encouraging competition, and providing information

Through the CRTC you can make a complaint about your personal phone, internet TV or radio service provider. You can also register or make a complaint with the National Do Not Call List.
