The Parole Board of Canada (PBC) is an independent administrative tribunal that, as part of the Canadian criminal justice system, makes conditional release and record suspension decisions, and clemency recommendations.


  • Grants, denies, cancels, terminates or revokes day parole and full parole for people convicted and serving jail time, and authorizes or approves temporary absences
  • Provides victims with information and facilitates their participation in the parole process
  • The PBC may order, refuse to order, or revoke record suspensions (formerly known as pardons), including an expedited process for simple cannabis conviction records

The PSC is responsible for ensuring the competence, non-partisanship and representativeness of the public service. It oversees integrity of staffing in the public service and the political impartiality of public servants.

  • Conducting investigations and audits in accordance with the Act

Passenger Transportation Board

The Passenger Transportation Board (Board) is an independent administrative tribunal in B.C. established under the Passenger Transportation Act. The Board's primary responsibility is to make decisions on special authorization applications relating to: 

  • Passenger directed vehicle authorizations (i.e., taxis, limousines, shuttle vans)
  • Inter-city bus authorizations
  • Transportation network service (TNS) authorizations (i.e., ride hailing)

  • Makes decisions on applications relating to the licensing of passenger directed vehicles and inter-city buses in B.C.
  • Regulates the sectors of the passenger transportation industry in the public interest
  • Hears appeals regarding administrative penalties that are imposed on an operator by the Registrar of Passenger Transportation

Property Assessment Review Panels (PARPs)

A Property Assessment Review Panel or PARP is the first level of appeal for property assessments in British Columbia. 

Ensures that property assessments reflect actual (market) value and are applied consistently within a municipality or rural area


  • Makes decisions regarding evidence presented by the parties to a formal complaint filed with the assessor 
  • Complainants file their complaint with the British Columbia Assessment Authority to have a 30 minute hearing before a Panel
  • Decisions can be appealed to the Property Assessment Appeal Board

Property Assessment Appeal Board

  • Deals with appeals on assessments for all types of properties — everything from single family dwellings to farms to major industry 
  • They will try to assist people to resolve their concerns with BC Property Assessment without the need for a hearing. If no agreement can be reached, they will make a decision as to whether the assessment will be changed
